This bill modifies the Neighborhood Enterprise Zone Act by increasing the allowable percentage of a local governmental unit's total acreage that can be designated as neighborhood enterprise zones from 15% to 20% for zones containing new or rehabilitated facilities, and also for zones containing homestead facilities (owner-occupied residences) when certain county approvals are obtained. The bill also clarifies that a neighborhood enterprise zone must contain at least 10 platted parcels of land, unless it's in a qualified downtown revitalization district and has 10 or more facilities, and that contiguity is not broken by roads or rights-of-way if the property was a single parcel before being acquired. Additionally, it updates language to use "must" instead of "shall" for mandatory actions and makes minor adjustments to the process for designating, repealing, or amending these zones, including requirements for public hearings and findings by local governing bodies.
