The bill also mandates that states provide public access to digital imaging devices, like copiers and scanners, at government buildings to help individuals make copies of their IDs, and requires election officials to notify voter registration applicants about these new photo ID requirements. Furthermore, it establishes a grant program to help states and tribal governments provide certain types of identification, such as driver's licenses and state-issued ID cards, free of charge to individuals who attest they cannot afford the usual fees.
