The department will only consider the provided information, though applicants can include additional statements. An adverse preliminary determination does not prevent a future application, but a favorable one is not binding if the applicant later faces new felony convictions or fails to disclose prior ones. The department must respond to these requests within 60 days, and individuals can only make one request every 120 days, without needing to complete educational requirements beforehand. The bill also makes changes to the renewal process for licenses and registrations, including clarifying that licenses "lapse" after their expiration date, extending the grace period for late renewals to 60 days, and modifying the conditions for relicensing or reregistering after a license has expired for more than three years, potentially requiring new examinations or education. Additionally, it refines the definition of a "completed application" and clarifies the department's reporting requirements regarding application processing times and denials based on good moral character. Finally, it updates provisions for temporary exemptions for individuals called to military duty.
