This bill, titled the "Military Family Limb Loss Support Act," directs the Secretary of Defense to establish and carry out a "Military Family Limb Loss and Limb Difference Support Program" starting in fiscal year 2028. This program aims to enhance the comprehensive care for individuals and their families who have experienced limb loss or limb difference, which refers to the absence of a limb or a difference in the development of a limb. The program will achieve this through various activities such as peer mentoring and family support services, education on limb loss care, community reintegration assistance, coordination of non-clinical resources, and outreach efforts. To implement the program, the Secretary can partner with experienced organizations. Within 180 days of the bill's enactment, the Secretary must submit an implementation plan to Congress detailing how organizations will be selected, estimated costs and staffing, how existing Department of Defense resources will be utilized, performance metrics for evaluating the program's effectiveness, and how the program will integrate with military health research to improve care for service members and their families. Furthermore, the Secretary is required to submit annual reports for three years after the program's implementation, detailing the number of beneficiaries served, services provided, any gaps in services, and recommendations for improvement. A "covered beneficiary" is defined as an individual with limb loss or difference who is a dependent of an active or retired member of the Armed Forces or is otherwise eligible for military healthcare.
