This bill requires the Under Secretary of Defense for Policy and the Chairman of the Joint Chiefs of Staff to develop and submit a strategy for enhancing cyber cooperation with allies and partners in the Indo-Pacific region within 180 days of the bill's enactment. This strategy, to be developed in coordination with the commanders of U.S. Indo-Pacific Command and U.S. Cyber Command, must outline current and projected cyber cooperation needs through 2040, including defensive and offensive cyber operations, secure information sharing, training, workforce development, protection of critical infrastructure, and command and control structures. It also mandates an assessment of existing cooperation, capability gaps, and the cybersecurity capacity and resilience of regional allies and partners, including their adopted cybersecurity standards and any barriers to collaboration with the U.S. The bill further requires a funding plan for the strategy's implementation, a briefing to congressional defense committees, and an implementation progress report by March 15, 2028.
