This bill requires New Jersey school districts that include any grades from 9 through 12 to add instruction on bleed control—such as how to use a tourniquet or pack a wound to stop life-threatening blood loss in an emergency—into their health classes for high school students. This new requirement will be integrated into the existing New Jersey Student Learning Standards in Comprehensive Health and Physical Education, which outline what students should know and be able to do in health and P.E. at each grade level. To make it easier for schools to comply, the legislation specifies that local school boards are allowed to choose an instructional program that is free of charge and does not require official student certification. The law is designed to take effect immediately and will apply starting in the first full school year after it is officially enacted.
