To protect privacy, the legislation mandates that all captured data, such as photographs and global positioning system coordinates, must be stored in a secure environment controlled by the Pennsylvania State Police, kept strictly confidential, exempted from public records requests under the state's Right-to-Know Law, and generally destroyed after one year unless tied to an active case or investigation. Additionally, the bill requires operators to complete specialized training approved by state authorities, bans the use of ALPRs for frontal-view traffic violation tickets or remote video surveillance, establishes criminal penalties ranging from third-degree to second-degree misdemeanors for intentional violations of these rules, and preserves the authority of local municipalities to enact or enforce their own ordinances regarding these systems.
