This bill, titled the Textile Waste Reduction Act, directs the Administrator of the Environmental Protection Agency (EPA)—the federal agency responsible for protecting human health and the environment—to take comprehensive actions to advance "textile circularity," which refers to an economic system that minimizes textile waste, maximizes resource efficiency, and keeps clothing and other fabric items in circulation for as long as possible through repair, reuse, and recycling. To achieve this, the legislation requires the EPA Administrator to establish and implement a National Textile Circularity Strategy that includes a detailed needs assessment regarding data, funding, and infrastructure gaps, alongside mandatory public comment periods and annual reports to Congress. Furthermore, the bill creates an Interagency Working Group on Textile Circularity to coordinate federal efforts across multiple departments—such as the Department of Energy, the Department of State, and the Federal Trade Commission—and establishes a diverse Advisory Board consisting of industry experts, researchers, and government representatives to provide ongoing guidance and review. Finally, the legislation directs the EPA to publish and regularly update information on its website regarding available federal financial assistance, grants, and incentives to help states, local governments, Tribal governments, and non-profit organizations support textile recycling and waste reduction efforts.
