This bill, titled the Strategic Response to Asian Carp Invasion Act, directs the United States Fish and Wildlife Service (USFWS) to lead a coordinated effort with other federal agencies, including the Army Corps of Engineers, the National Park Service, and the United States Geological Survey, to slow the spread of invasive Asian carp in the Upper Mississippi and Ohio River basins and their tributaries. The bill acknowledges that these invasive fish threaten ecosystems and the economy, particularly outdoor recreation, and recognizes the need to address their spread beyond just preventing them from reaching the Great Lakes. The multiagency effort will provide technical assistance, best practices, and support to state and local governments, drawing on existing management plans. Furthermore, the Director of the USFWS is required to submit an annual report to Congress detailing the strategies, progress, observed changes in carp range, federal and non-federal expenditures, and any research that could improve control efforts.
