This bill, known as the Trafficking Reduction And Criminal Enforcement (TRACE) Act, aims to prevent the illegal sale of firearms by implementing several new regulations. Within a year of becoming law, the Attorney General must create rules requiring all newly manufactured firearms to have a second, hidden serial number, either inside the receiver or visible only with infrared light, in addition to the standard serial number. The bill also mandates that records from instant criminal background checks be kept for 180 days, rather than being destroyed sooner, and requires licensed firearms dealers to conduct physical checks of their inventory. Finally, it removes certain limitations on how information gathered from tracing firearms can be used by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).
