This bill, the Free Sugar Act of 2011, aims to eliminate the federal sugar program by repealing the sugar loan program established by the Federal Agriculture Improvement and Reform Act of 1996. Specifically, it prevents processors of sugarcane and sugar beets from receiving loans for the 2012 and subsequent crops, and prohibits the Secretary of Agriculture from providing price support through loans, payments, or other operations using funds from the Commodity Credit Corporation or other available sources. The bill also repeals marketing quotas and allotments, and makes conforming amendments to various agricultural acts to remove references to sugar beets and sugarcane in programs related to Section 32 activities, Commodity Credit Corporation powers, price support for non-basic commodities, and storage payments. Furthermore, it eliminates tariffs on raw cane sugar, beet sugar, and certain refined sugars, making them duty-free upon entry into the United States, with these changes taking effect for goods entered on or after the 15th day following the bill's enactment and applying to the 2012 crop of sugar beets and sugarcane.
