This Resolution sets the rules for debating and voting on a bill, H.R. 3, which aims to prevent taxpayer money from being used for abortions and to protect individuals' right to refuse participation in abortion procedures based on their beliefs (conscience protections). It waives all objections that could prevent the bill from being considered, replaces the current version of the bill with a new one recommended by the Rules Committee, and considers the bill as read. The Resolution also waives all objections to any part of the amended bill and orders a final vote after a limited debate period, divided among specific House committees, and allows for one motion to send the bill back to committee with or without instructions.
