This bill, the FISA Sunsets Reauthorization Act of 2011, extends certain national security provisions. Specifically, it temporarily extends through December 31, 2017, the authority for roving electronic surveillance, which allows law enforcement to track individuals even if they change their communication devices or locations, a provision originally established by the USA PATRIOT Improvement and Reauthorization Act of 2005. Additionally, it makes permanent a provision from the Intelligence Reform and Terrorism Prevention Act of 2004 that broadens the definition of an "agent of a foreign power" to include any non-U.S. person engaged in international terrorism or preparatory activities, often referred to as the "lone wolf" provision, which is a significant change from its previous temporary status.
