This Resolution establishes the rules for debating and amending H.R. 1, a bill that appropriates funds for the Department of Defense and other government agencies for the fiscal year ending September 30, 2011. It allows the Speaker of the House to bring the bill to the floor for consideration by the Committee of the Whole House on the state of the Union, waiving all objections to its consideration and limiting general debate to one hour.
