AI Summary
This bill, the United States-Israel Enhanced Security Cooperation Act of 2012, reaffirms the United States' commitment to Israel's security as a Jewish state, supports its right to self-defense, and aims to preserve its "qualitative military edge," which refers to Israel's ability to counter military threats from neighboring states. It proposes expanding military and civilian cooperation between the two nations, assisting in a negotiated Israeli-Palestinian peace settlement that leads to two states living side-by-side, and committing to veto any one-sided anti-Israel resolutions at the United Nations Security Council. The bill also outlines specific actions Congress believes the U.S. government should take to aid Israel's defense, such as enhancing joint missile defense systems, providing defense articles and services, strengthening security initiatives and training exercises, and encouraging a greater role for Israel within NATO. Furthermore, it extends existing authorities for transferring surplus Department of Defense (DOD) items to Israel, maintaining foreign defense stockpiles, and providing loan guarantees to Israel, while also requiring the President to report to Congress on various aspects of Israel's security and U.S.-Israel cooperation.
