AI Summary

This bill, the Space-Available Act of 2012, authorizes the Secretary of Defense to create a program allowing certain individuals to travel on Department of Defense (DOD) aircraft when there are empty seats, a system often referred to as "space-available" or "military hop" travel. This program would extend this benefit to active duty and reserve military members with a valid Uniformed Services Identification and Privilege Card, retired members who would be eligible for retired pay if they were older, unmarried surviving spouses of active or reserve members, and certain dependents of these individuals. The Secretary of Defense is also given the discretion to establish an order of priority for these travelers, considering military needs and readiness, to ensure the program is conducted in a budget-neutral manner.
