This bill, the Livestock Disaster Protection Act, amends the Federal Crop Insurance Act to extend certain disaster assistance programs for livestock producers through fiscal year 2017. Specifically, it provides livestock indemnity payments at 75% of market value for death losses exceeding normal mortality, caused by attacks from federally reintroduced or protected animals like wolves and avian predators, or by adverse weather, disease, or wildfires. It also offers compensation for livestock grazing losses due to specified drought or fire conditions, excluding losses on conservation reserve program land used for haying or grazing. Furthermore, the bill establishes emergency relief for eligible producers of livestock, honey bees, and farm-raised fish to help mitigate losses from disease, adverse weather, or other conditions such as blizzards and wildfires, with a total annual funding cap of $20 million for this emergency relief.
