This bill proposes to amend Chapter 40B of the General Laws, a statute that allows for the development of affordable housing projects that may be exempt from local zoning regulations if a town has not met its affordable housing goals. Specifically, it aims to establish a housing appeals committee within each senatorial district across the Commonwealth. These committees would be composed of one representative from each city and town within that district, appointed by the local executive authority (mayor in cities, selectmen or town counsel in towns). The bill grants developers the right to appeal to the relevant housing appeals committee if their application for a housing project under Section 21 of Chapter 40B is denied, or if it is approved with conditions that make the project financially unfeasible, a situation often referred to as making the housing "uneconomic."
