AI Summary
This bill, the Chesapeake Bay Accountability and Recovery Act of 2013, mandates increased transparency and strategic planning for Chesapeake Bay restoration efforts. It requires the Director of the Office of Management and Budget (OMB), in consultation with key stakeholders like the Chesapeake Executive Council and state leaders, to submit a comprehensive financial report to Congress detailing federal and state funding for restoration activities, including a crosscut budget that outlines proposed and past expenditures for projects exceeding specific monetary thresholds ($100,000 for federal and $50,000 for state projects). Additionally, the bill directs the Administrator of the Environmental Protection Agency (EPA) to develop and biennially update an adaptive management plan, which is a science-based approach to natural resource management that involves ongoing testing, monitoring, and evaluation to adjust strategies based on new knowledge and societal needs, with clear objectives for improving water quality, habitat, and fisheries, and a process for modifying activities that are not meeting goals. The EPA Administrator must also report annually to Congress on the implementation of this plan and include it in other required reports. Finally, the bill establishes an Independent Evaluator, appointed by the EPA Administrator from nominees provided by the Chesapeake Executive Council, to review and report to Congress every two years on the progress of restoration activities and the application of adaptive management.
