This bill establishes a special commission to review and propose updates to the existing laws governing home improvement contractors. The commission will examine the effectiveness of the Residential Contractor's Guaranty Fund, which is a fund designed to protect consumers from financial losses due to faulty home improvement work, and explore ways to improve the civil legal process for resolving disputes and enforcing judgments against contractors. The commission will be composed of various officials, including the Attorney General, county Sheriffs, representatives from the District and Boston Municipal Courts, the Undersecretary of Consumer Affairs and Business Regulation, and representatives from consumer and builder organizations. This commission is mandated to hold its first meeting within one year of the bill's passage and deliver its findings and recommendations within one year of that initial meeting, with no compensation for its members.
