This bill, titled "Relative to scrap metal dealers," amends Chapter 140 of the General Laws by adding a new section, 54B, which applies to any activity licensed under Sections 54 and 54A. It mandates that licensed scrap metal dealers, with the exception of metal recyclers or refiners who purchase used metals via purchase order and invoicing, must maintain a daily transaction log detailing all purchased materials, their quantity and grade, any distinguishing characteristics, and the seller's name and residence. This log, along with copies of the seller's Massachusetts photo identification, must be retained for one year and be available for inspection by state and local police. Failure to comply with these procedures can result in the revocation of the dealer's license.
