This bill establishes a special commission, composed of members from the House of Representatives and the Senate (including the Chairs of their respective Ways and Means committees or their designees), the State Treasurer or their designee, the Secretary of Administration and Finance or their designee, and the Executive Director of the State Lottery Commission, to investigate and study the current formula used to distribute State Lottery revenue. The commission's primary goal is to determine if cities and towns that contribute the most to the state lottery are receiving a proportionally higher share of the lottery's revenue distribution. The commission is required to report its findings and any legislative recommendations to the General Court by filing them with the Clerk of the House of Representatives by the first Wednesday in November 2014.
