This bill amends Chapter 142A of the general laws concerning home improvement contracts by changing the rules around advance payments. Specifically, it states that any deposit required before work begins on a home improvement project cannot be more than the greater of one-third of the total contract price or the actual cost of any special order or custom-made materials or equipment needed to keep the project on schedule. The bill also clarifies that no final payment should be requested until the work is fully completed to the satisfaction of both the homeowner and the contractor. However, this new rule about deposit limits does not apply to home improvement retailers that have a net worth exceeding $100,000,000.
