This bill establishes a "Democracy Fund" to support voter registration, civic education, and civic engagement initiatives across the state. The fund will be financed through the sale of special "Democracy in Action" license plates, which will be available for private passenger vehicles for an additional fee of at least $40, and will also receive state funding to reach up to $1,000,000 annually. The Secretary of State will act as the trustee of this fund, directing its use for grants to local community organizations, non-partisan statewide groups, and public schools to promote voter participation and civic learning. The Registrar of Motor Vehicles will be responsible for designing and issuing these distinctive license plates in consultation with the Secretary of State.
