This bill aims to provide more flexibility in how public construction projects are contracted by introducing and defining new project delivery methods, such as "design-bid-build" (where design is done first, then construction is bid separately), "design-build-finance-operate-maintain" (where a single contract covers design, construction, financing, operation, and maintenance, with no state appropriation for services during the contract period), and "design-build-operate-maintain" (similar to the previous but with state funding secured upfront or through user fees). These new methods, along with "design-build" (which is being redefined), can be used for public works projects estimated to cost at least $5,000,000, but require approval from the inspector general before use. The bill also updates terminology throughout Chapter 149A of the General Laws to reflect these new "alternative delivery method contracts" and "alternative delivery method entities," which encompass businesses providing these various construction services.
