This bill amends Section 44F of Chapter 149 of the General Laws, which deals with public construction contracts, by changing the requirements for how bids are structured. Specifically, it mandates that public construction project specifications must include separate sections for various classes of work if the estimated cost for each class exceeds $10,000. These classes include roofing, metal windows, waterproofing, ornamental iron, lathing and plastering, acoustical tile, marble, tile, terrazzo, resilient floors, glass and glazing, painting, plumbing, heating, ventilating, and air-conditioning, electrical work, elevators, masonry work, and site work. The bill also allows for the awarding authority, the government entity responsible for the contract, to create additional categories if deemed necessary and permits a combined sub-bid for marble, tile, and terrazzo work, provided that the sub-bidder clearly itemizes the costs for each within the bid form.
