This bill aims to ensure that awarding authorities, which are entities responsible for awarding contracts, make timely decisions on matters related to construction projects. Specifically, it amends existing law to require that decisions on interpretations of specifications, approvals of equipment or materials, or progress of work must be made within 15 days of a written submission. If a decision requires more extensive investigation, the awarding authority must notify the submitter in writing within those 15 days, explaining the delay and providing a new decision date. The bill also mandates that awarding authorities designate employees to handle contractor inquiries about submission status and provide written certification within five business days that reasonable steps have been taken to expedite decisions. Furthermore, a reporting system will be implemented to track all written submissions, decision dates, and reasons for any delays, with this data compiled and reported twice yearly to legislative clerks, committee chairs, and the inspector general, who can then investigate any issues.
