This bill establishes the Commonwealth Competition Council, a new body within the executive branch of government, to promote more involvement of the private sector in providing government services, a process known as "privatization." The Council will examine and promote methods for competitive contracting, where private companies bid to provide government programs and services, with the goal of encouraging innovation and reducing government costs without negatively impacting the public. It will also monitor state agency services to foster competition and innovation, and develop criteria for evaluating programs that could be privatized. The Council will consist of thirteen members, including representatives from the Senate, House of Representatives, executive branch agencies, the private sector, and organized labor, and will require six members to agree on any action. All state agencies are required to cooperate with the Council.
