This bill prohibits the Commonwealth of Massachusetts and its local governments from using Global Positioning System (GPS) technology, or similar tracking methods, to monitor or track their employees unless such use is specifically agreed upon in a collective bargaining agreement, which is a contract negotiated between an employer and a union representing employees. If there is no collective bargaining agreement in place, the implementation and use of this technology would be governed by specific sections of Massachusetts General Laws (M.G.L.) chapter 7, which deal with state administration and oversight.
