This bill amends existing laws related to weights and measures by introducing new definitions for "precious metal" (gold, silver, or platinum) and "secondhand dealer" (businesses buying or trading used goods, excluding those dealing solely in scrap metal). It mandates that weighing or measuring devices used by secondhand dealers and precious metal dealers must be officially sealed by local Weights and Measures officials at least every two years, or within 72 hours before any transactions if the dealer lacks a physical store. Furthermore, it requires that when precious metals are weighed for purchase, the scale must be positioned for clear observation by both buyer and seller, and dealers must prominently display their purchase prices for various karats of gold, silver, and platinum, including a conversion chart to troy ounces if metric units are used. Failure to comply with these new regulations is considered an unfair or deceptive business practice under Chapter 93A, which is a state law governing consumer protection and fair competition.
