This bill authorizes the state commission to conduct lottery games online or over the internet, in addition to traditional methods, and to establish rules for their operation, including age verification to prevent sales to individuals under eighteen and ensuring sales are limited to within the Commonwealth. It also clarifies that compensation for licensed sales agents will be based on the full ticket price, not any discounted price, and allows the daily numbers game to be played seven days a week. Furthermore, the bill permits the state to participate in multi-jurisdictional lottery games conducted online or over the internet, provided all participating jurisdictions have authorized such games, and explicitly exempts gaming conducted under chapter 10, which includes lotteries, from certain prohibitions.
