This bill establishes a Motor Carrier Advisory Council, a forum for representatives of the commercial transportation industry to meet with state agencies that oversee, enforce, and regulate this sector. The council's primary functions include making recommendations to eliminate duplicated efforts among state agencies, promote consistent enforcement policies, and explore consolidating the issuance of various forms, decals, permits, registrations, licenses, and approvals for commercial motor vehicles from a single location. It will also consider how state policies affect the competitiveness of Massachusetts motor carriers compared to those in other states and address any other relevant matters. The council will comprise voting members from the Massachusetts State Police Commercial Vehicle Enforcement Section, the Massachusetts Department of Transportation, the Massachusetts Registry of Motor Vehicles, the Massachusetts Department of Environmental Protection, and the Massachusetts Motor Transportation Association, along with an ex officio (non-voting) member from the Federal Motor Carrier Safety Administration (FMCSA). The council will elect a chairman and meet at least quarterly, as well as before or after each legislative session and at the call of the chairman or any member, to discuss legislative proposals, the impact of new laws, and solicit input from various motor carrier-related industries.
