This bill repeals the existing law that requires all motorcycle operators and passengers, regardless of age, to wear protective headgear, with a narrow exception for those 18 or older participating in a permitted parade. Instead, it amends Chapter 90 of the General Laws to mandate that only individuals under the age of eighteen operating or riding on a motorcycle, or in a sidecar, must wear protective headgear that meets specific construction and performance standards set by the Registrar, and operators are prohibited from carrying passengers under eighteen who are not wearing such headgear.
