This bill allows cities and towns to implement "violation monitoring systems" to enhance safety in school zones and around school buses. These systems, which use automated devices to capture images or video of vehicles, can measure speed limit violations within designated school zones and record violations in conjunction with traffic signals on school buses and school vans. If a violation is detected, the owner of the motor vehicle may be subject to a penalty, as defined by local ordinances, with a maximum fine of $100 per violation. The bill also clarifies that compensation for the vendors of these systems cannot be based on the number of citations issued, and it outlines procedures for issuing notices of violation, contesting them through hearings, and the consequences of non-payment, including potential suspension of driver's licenses or vehicle registrations.
