This bill proposes to amend Section 110 of Chapter 205 of the Acts of 1996 to grant concurrent police authority to municipal police departments within Massachusetts Port Authority (Massport) properties located in their respective municipalities. This means that if a local police department chooses to adopt this provision, they will share law enforcement responsibilities with the state police on Massport properties, with the exception of areas specifically dedicated to aviation and port operations. To ensure smooth coordination and public safety, a memorandum of understanding (MOU) will be required between the state police and the adopting municipal police department. This MOU, developed in consultation with Massport, will outline specific procedures for police officer assignments, handling emergency calls and dispatch, responding to emergencies on Massport property, conducting criminal investigations, and the process for arrests and custody.
