This bill amends existing law to allow the Registrar of Motor Vehicles, who is responsible for issuing driver's licenses and permits, to offer oral examinations for learning permits, which are required before a person can obtain a driver's license. Specifically, the bill mandates that the Registrar must provide oral examinations to applicants who request them, and these examinations can be conducted in any language that the Registry currently offers for written learning permit tests for Class D licenses, which are for operating regular motor vehicles. Furthermore, either the applicant or the Registrar can arrange for an interpreter or interpreter service to help with the oral examination, provided that the interpreter's qualifications are approved by the Registry.
