This bill allows cities and towns to issue special temporary parking identification placards to individuals who are temporarily disabled, meaning they have a temporary loss of limb use, are recovering from surgery, or have other conditions that make it difficult to walk long distances, such as from a handicapped parking space to a building entrance. These placards, which will be a uniform size and design determined by the registrar of motor vehicles, can be obtained from the local police department and are valid for up to 90 days, with the possibility of a 90-day renewal if supported by medical documentation and approved by the issuing department. The chief of police in each city or town will generally be responsible for creating the rules for issuing and overseeing these temporary placards, which must be displayed in the same way as other special parking identification placards. This provision is being added to existing laws concerning handicapped parking and general city and town authority.
