This bill aims to ensure that the Commonwealth of Massachusetts uses leased or rented property efficiently and avoids waste by requiring that all new leases, tenancies at will (which are informal rental agreements that can be ended by either party with proper notice), or other rental agreements be accompanied by a justification for the need for the property and include a clause allowing the Commonwealth to terminate the agreement reasonably if the need for the property is no longer apparent or justified, as determined by the head of the relevant state department or the superintendent of state office buildings. Additionally, the director of facilities management is tasked with reviewing all existing rental agreements to ensure that any renewals or extensions also incorporate this termination clause.
