This bill establishes a value and efficiency board within the executive office for administration and finance to solicit and review suggestions from state employees and retirees aimed at improving state programs and services for greater value and efficiency. The board will advertise, receive, and evaluate these suggestions, which can focus on improving existing government operations, initiating new procedures, increasing departmental efficiency, reducing costs, eliminating waste, or enhancing public service. Suggestions are to be submitted electronically, detailing the idea, its design, stakeholder rationale, implementation plan, and evaluation plan. The board will then select the top five proposals with the greatest potential impact, and the public will vote online to choose the winning proposal, with its author(s) eligible for an award funded by a dedicated public service value and efficiency fund, which can be supported by appropriations or donations. The board itself will be comprised of designees from key state financial offices, along with representatives from various public policy and research organizations like the Massachusetts Taxpayers Foundation, Beacon Hill Institute, Pioneer Institute, McCormack Institute of UMass Boston, and MassExcellence.
