This bill establishes a permanent interagency coordinating group within the executive office of administration and finance, tasked with improving the impact, efficiency, and accountability of partnerships between state government and nonprofit organizations by better utilizing data and technology. This coordinating group will identify opportunities for improvement and recommend legislative or other actions, and it will be composed of at least 13 members appointed by various state officials and agencies. Additionally, a special commission on government-nonprofit impact, effectiveness, and efficiency will be created under the coordinating group to conduct a comprehensive review of how the commonwealth partners with nonprofits, examining ways to increase the impact of state funds, improve grant and contracting processes, and strengthen accountability through data and technology. This commission will consist of 17 members, including representatives from legislative leadership, state government, various types of nonprofit organizations, and other relevant sectors, and will be responsible for conducting research, surveys, and public hearings to inform its findings and recommendations, which will then be reported to the coordinating group and subsequently to state leadership, with a public summit to share these findings.
