This bill allows cities and towns to add a voluntary donation option, called a "check-off," to their real estate tax bills, where taxpayers can choose to donate at least $1 or another specified amount to help fund a city or town economic aid fund. This fund, which will be managed by the town treasurer and invested similarly to trust funds, is intended to help maintain municipal services during times of economic instability, and the money, along with any interest earned, can be used for this purpose without needing separate approval from the government. To oversee this fund, a taxation aid committee will be formed, consisting of the head of the board of assessors, the town treasurer, and three residents appointed by the mayor or board of selectmen, and this committee will establish rules for identifying who receives the aid.
