This bill establishes a dedicated "Motorcycle Safety Fund" by amending Chapter 90 of the General Laws. Specifically, it mandates that $2 from every motorcycle registration fee will be collected monthly and deposited directly into this new fund, rather than going into the general state revenue. The money in the Motorcycle Safety Fund is designated for various motorcycle safety initiatives, including funding rider education courses approved by the Motorcycle Safety Foundation, training instructors, creating a policy manual for instructors and course providers, and supporting public awareness campaigns. The State Treasurer is prohibited from transferring these funds to any other account besides the Motorcycle Safety Fund, and must provide a quarterly report on the fund's income and expenses to the Chairman of the Massachusetts Motorcycle Association (MMA).
