This bill establishes penalties for fleeing or attempting to elude a pursuing law enforcement officer's motor vehicle, which is defined as a vehicle that is distinctively marked, operated by an officer in uniform, and is exhibiting at least one flashing, rotating, or oscillating blue light and sounding a siren. If a person intentionally flees under these conditions, they can face up to two and a half years in jail or a $1,000 fine. If the fleeing driver shows a willful or wanton disregard for safety, such as by committing three or more traffic violations or causing property damage during the pursuit, the penalty increases to up to five years in state prison or two and a half years in jail, with fines up to $10,000. Furthermore, if the fleeing driver proximately causes death or serious bodily injury, defined as a significant physical impairment like loss of consciousness, bone fracture, or serious disfigurement, the punishment can be up to ten years in state prison or two and a half years in jail, with fines up to $10,000.
