This bill, known as the Real Education for Healthy Youth Act of 2013, aims to reduce unintended pregnancies and sexually transmitted infections (STIs), including HIV, and promote healthy relationships among young people by providing comprehensive sex education. It authorizes grants to eligible entities, such as schools, health departments, and non-profit organizations, to develop and implement evidence-based sex education programs for adolescents. These programs must cover a wide range of topics, including anatomy, healthy relationships, prevention of STIs and unintended pregnancies through abstinence and contraception, gender identity, sexual orientation, and protection from dating violence and bullying. The bill also provides grants to institutions of higher education for similar programs and to support pre-service and in-service teacher training in comprehensive sex education. Importantly, all funded programs must be medically accurate, age-appropriate, and inclusive, and cannot withhold life-saving information about HIV or promote gender stereotypes. The bill also mandates reporting to Congress on the activities and effectiveness of these programs and prohibits the use of federal funds for programs that are medically inaccurate, ineffective, or discriminatory.
