This bill aims to reduce the number of nonessential vehicles purchased and leased by the Federal Government by requiring the Director of the Office of Management and Budget (OMB) to review and establish new spending and acquisition limits for civilian vehicles for each Executive agency, which are defined as federal departments and agencies. Specifically, for fiscal years 2013 through 2017, each agency's spending on purchasing and leasing civilian vehicles cannot exceed 80% of the dollar amount they spent in fiscal year 2010, with "civilian vehicle" meaning any vehicle not used for military combat, military personnel training or deployment, or other specific military-related uses as determined by the OMB. The bill also mandates the Administrator of General Services to facilitate the sharing of excess or unused vehicles between Executive agencies through the Federal Fleet Management System, and includes an exception for vehicles deemed essential for national security by the President.
