This bill allows municipalities to count a portion of households living in manufactured homes towards their affordable housing goals, even if the actual income of those households isn't verified. Specifically, a municipality's chief executive officer can include 50% of the total number of resident households living in manufactured homes as "income eligible" for the purpose of their affordable housing plan, which is submitted to the department of housing and economic development. A manufactured home is defined as a factory-built dwelling that meets federal construction and safety standards and is transportable. The municipality must provide documentation to verify the number of manufactured homes. The department will then include these households in the municipality's total eligible units for certification, regardless of their actual income, as long as the number of manufactured homes is confirmed to be accurate. The bill also mandates that the secretary of housing and community development create regulations within 90 days of the bill's passage, with Section 3 taking effect immediately and the rest of the bill becoming effective 90 days later.
