This bill proposes to grant municipal police officers the authority to make arrests anywhere within the Commonwealth of Massachusetts for any offense they witness that would normally allow them to arrest someone without a warrant within their own town or city. This means if an officer sees a crime happening that they could arrest someone for in their jurisdiction, they can now do so even if it's outside of their usual patrol area. However, if an arrest is made outside of the officer's home jurisdiction, the local police department where the arrest occurred must be given custody of the arrested individual, and this new power does not allow police departments to conduct investigations or provide other police services beyond their designated territorial limits.
