Furthermore, it expands the grounds for denying firearm identification cards, licenses, and permits to include individuals subject to certain protection orders, those with outstanding arrest warrants, or those convicted of violating the new purchase limits. Finally, it mandates that all firearm sales, rentals, or leases must be processed through a licensed dealer, who can charge a small fee for this service.
