This bill makes changes to how dredging projects are financed, specifically for projects handled by the Department of Environmental Protection in harbors and inland waterways. It amends existing law to replace the "Soil Conservation Service of the United States Department of Agriculture" with the "United States Army Corps of Engineers and other federal agencies" as entities involved in these projects. Additionally, it allows the department to fund up to 75% of dredging projects and up to 50% of other related work. The bill also establishes a "Waterways Trust" managed by the commissioner of the department of conservation and recreation, which can receive and hold bequests, restitutions, or gifts to fund repairs and improvements to harbors and inland waterways, as well as conservation interests of the commonwealth, without requiring further appropriation.
