This bill repeals a section of the Public Resources Code that required a study on run-of-river hydroelectric generating facilities and their eligibility as renewable energy resources, and amends a section of the Public Utilities Code to remove language that stated the California Renewables Portfolio Standard Program was intended to complement the Renewable Energy Resources Program administered by the Energy Commission. The Public Utilities Code section, which outlines the state's goals for renewable energy procurement, is updated to reflect that new and modified electric transmission facilities may be needed to meet these goals, and that electricity generated by eligible renewable energy resources outside of California can be counted towards the state's targets, provided it is supplied to California end-use customers and treated equally to in-state generation.
